私たち、デジタル権利活動家のネットワークであるネット・ライツ・コアリション（NRC）および以下に列挙するすべての署名団体は、2026年4月29日にザンビア政府がRightsConの延期を一方的に発表したことに愕然としている。この措置により、サハラ以南のアフリカで初めて開催される予定だった、5000人以上の参加者を集めるこの国際イベントが中止となった。イベント開始まであと3日というタイミングで計画が進められていたため、Access Nowやパートナー団体、そして数千人の関係者は、莫大な金銭的・運営上の損失を被った。また、人気のスローガン「_Zambia KuChalo_（世界へ開かれたザンビア）」を掲げ、観光地としての地位を誇るザンビアにとって、数千人の訪問者がもたらしたであろう多大な経済的損失も記録されることになる。これは、提供予定だったサービスが中止となることで、関与していたザンビアの中小企業に甚大な影響を及ぼすだろう。

私たちは、ザンビアにおけるRightsConの中止につながった政府の行動を非難する。これは、2026年8月の選挙を前に市民社会活動の余地が狭められ、自己検閲の風潮が助長されることへの懸念を招くものであり、地域的・世界的な観点から見てザンビアのデジタル権利の進展にとって重大な後退である。また、ザンビアが主導的な役割を果たしてきた国際的なプロセスにおいて確保してきた成果からの逸脱を示すものである。
