昨日、1999.6.11.「ユーゴ和平」のロゴマーク入りで「NATO空爆停止」を報ずる日経記事の中には、次のような部分がありました。
「NATOが空爆に至った重要な契機は、コソボのラチャック村で1月初旬に起きた事件だった。多数の遺体がコソボ解放軍ゲリラか一般住民か解明される前に、米欧のテレビは『セルビア治安部隊が村民を大量虐殺』と報道し、情緒的な“世論”を喚起した。米欧政府はこれに応じて強硬姿勢を強め、根回し抜きで作った和平案を『受諾しなければ空爆する』とユーゴに突き付け、軍事・外交専門家が疑問視した空爆に進んだ。
ユーゴ空爆は、映像メディアの報道に左右されがちな冷戦後の国際政治を象徴する出来事でもあった」
私は、この記事以前に日経国際部に電話をして、ラチャック村事件への疑惑情報を伝えました。その際、応対してくれた記者から、わがホームページの所在を聞かれました。1字でも間違うと駄目なので、「ジャーナリスト」というカタカナ語は好まないのですが、「ヤフーでジャーナリストの頁に木村愛二の名前でリンクが貼ってあります」と答えて置きました。その効果があったのかどうかは分かりませんが、ともかく、別途、直接のmailをも含めて、大手メディアにも情報注入に努めています。
さて、そのような状況下、わがWeb週刊誌『憎まれ愚痴』編集部は、関係者の協力を得て、この「NATOが空爆に至った重要な契機」としてのラチャック村事件の翌日、1999.1.16.在日ユーゴ大使館に届いていたセルビア共和国政府内務省発表の「コミュニケ」を、原文のままファックス通信で入手することができました。この「コミュニケ」（声明）の最後の段落には、その直後に実際に起きた「全欧安保協力機構の検証団」（OSCE KVM）の「虐殺デッチ上げ」発表による「メディア操作の可能性」(possible media manipulations)への恐怖の予感が溢れています。
しかし、この「コミュニケ」は、すでにお送りし、わがホームページにも入力してある読売新聞1999.1.17.記事の一部と照応しますが、その読売記事には、この声明の最後の段落がありません。「死者の大半はKLAの記章付き制服姿である、と主張している」という部分を強調したいようです。その読売記事には、（KLAが）「犠牲者」の「うち8名がKLAメンバーだったことを認めた」という部分があるのです。声明の大雑把な表現の「大半」(majority)と「8名」の差は、それほどに決定的なものなのでしょうか。なぜ、KLAは、8名を「認めた」のでしょうか。寄せ集めだけに、平服のKLAメンバーが結構多いことは、先にも報告した通りです。もともとゲリラは、平服なのです。日本軍を悩ました中国のゲリラは、「便衣（平服）隊」と呼ばれていました。
声明によれば、治安部隊は合計で41の火器を押収しています。死体が火器を握っていないのは、そのせいなのではないでしょうか。
私は、これを読みながら、特に最後の段落では、全身が凍り付く想いをしましたが、皆様は、いかがでしょうか。

OF THE REPUBLIC OF SERBIYesterday,15 January, in the ealy morning hours, the police with the intent of arresing a terrorist group, which five days beforehand murdered police officer Svetislav Przic, blocked the village of Racak in the municipality of Stimlje. ln the approaches to the village of Racak the terrorist groups attacked the police from trenches, bunkers and fortifications using automatic weapons and portable grenade launchers.
Police officer Goran Vucicevic was wounded and several official vehicles of the Ministry of the interior of the Republic of Sebia were damaged. The police returned fire and destroyed the terrorist groups. In the fighting several dozen of terrorists were killed, among which the majority were in uniform bearing the insignia of the terrorists so called KLA.
The police impounded one 12.7mm “Browing”machine gun, 2 submachine guns, 36automatic rifles, 2 sniper rifles and a greater quantity of ammunniton and hand grenades. A radio station and other military material were also impounded.
Immediately after the fighTing the police investigating team came to the scene headed by investigating magisirate Danica Marinkovic of the Pristina Counly court and the deputy public prosecutor Ismet Sufta, but the terrorists who were concentrated in the neighboring highlands opened fire and prevented the carrying out of the on sight investigation.
The kVM of the OSCE was informed of the beginning of the arrest of the terrorists and arrived at the scene of the fighting.
Today 16 January 1999 the on site investigation was again prevented because the OSCE KVM insisted that the investigaiting Judge carry out the investigation without the presence of the police with the explanation that fighting might be resumed.
The Ministry of the interior warns of possible media manipulations and abuse because the on site investigation was not carried out by appropriate investiagative organs.
