【出版トピックス】出版ネッツが｢フリーランス法｣の施行にあたって｢意見｣を提出＝出版部会

　フリーランス法（特定受託事業者に係る取引の適正化等に関する法律）が、今年11月に施行される。このほど政省令や指針に関するパブリックコメントが募集され、出版ネッツが「意見」を送った。　内容については多岐にわたり、大部なページになっているので、出版ネッツがホームページに掲載（5月17日）した概要を紹介したい。■フリーランスの定義を広げたことは歓迎するが、「業務委託契約」を結んで働く人の中には、実態が労働者に該当する人たちが少なくない。実態が労働者である人には、労働関連法令が適用..

[B] 「南シナ海航海記」（1）老朽輸送艦での過酷な旅に　イルカに抜かれながら西へ

南シナ海の島や岩礁などめぐる領有権問題は、いまだに平和的な解決に向けた具体的な枠組み合意に至っていない。特に南沙諸島海域に対してはフィリピン、中国のほか、ベトナム、マレーシア、ブルネイ、台湾の５カ国地域が領有権を主張し、ブルネイを除く４カ国地域が島や岩礁を実効支配している。中国と東南アジア諸国連合（ＡＳＥＡＮ）は、南シナ海行動規範（ＣｏＣ）の作成で合意しているが、いまだにＣｏCの内容は協議中のままだ。この領有権問題があるがゆえに、南シナ海の島や岩礁は一部の漁師や軍関係者以外は訪れることのないは秘境になっている。そこはどんなところなのかについては、ほとんど知られていない。10年前の旅になるが、筆者は南沙諸島の島々をフィリピン海軍の輸送船に乗って訪れている。当時の記録を元に「南沙諸島航海記」を書き残しておく。（ＲＥＡＬ　ＡＳＩＡ特約＝石山永一郎）

For over thirty years, the Electronic Frontier Foundation presented awards to key leaders and organizations in the fight for freedom and innovation online. The EFF Awards celebrate the longtime stalwarts working on behalf of technology users, both in the public eye and behind the scenes. Past Honorees include visionary activist Aaron Swartz, human rights and security researchers The Citizen Lab, media activist Malkia Devich-Cyril, cyberpunk author William Gibson, and whistle-blower Chelsea Manning.

The internet is a necessity in modern life and a continually evolving tool for communication, creativity, and human potential. Together we carry—and must always steward—the movement to protect civil liberties and human rights online.
