以下は、その概要です。
口頭陳述を行ったのは39カ国（パレスチナを含む）とUN,アラブ国家連合、イスラム協調機関、アフリカ連合でした。
37カ国はイスラエルの行動を非難する立場でした。
イスラエルを非難しなかった（擁護した？）のは、USAとハンガリーでした。USAはよく理解できない理屈を並べていたようでした。ハンガリーはHamasとUNRWAへの反感を示すこと、ICJが余計な意見表明をすることになるという論拠とで、イスラエルを擁護しているようでした。

本質ではありませんが、この日の午前にはロシアがUSAとフランスを非難していました。イスラエルが国連のUNRWAを妨害したのと同じ手口で、USAはニューヨークでロシアの国連外交団へビザを出さなかったり、行動制限したりしたこと、フランスもUNESCOのホスト国としてロシアに対してビザを出さなかった、と付け加えていました。
