２００４年６月１９日、米国空軍がファルージャの住宅地に２発のミサイルを撃ち込み、２２人を殺し２０人に怪我を負わせた。地元の人々は、死者の中には少なくとも５人の子どもと３人の女性が含まれており、また、米軍は、最初のミサイルの犠牲者を救い出そうとしている人々に向けて二発目のミサイルを発射することで、犠牲者を最大限にしようとした、と語っている。

I am writing this letter to protest the missile attack carried out by the U.S. Air Force on June 19th against a residential area in Fallujah, which killed 22 people and injured scores of civilians. I am also appalled to hear that a second missile was fired, which targeted those who were trying to rescue the casualties of the first attack.
This constitutes a war crime, just as the systematic torture of Iraqi detainees (who were completely deprived of even minimum legal rights) by U.S. occupation forces in Abu Graib and the mass killing of civilians (including children and women) in Fallujah in April 2004 were also crimes.
These systematic killings and torture clearly show the morally bankrupt nature and sheer criminality of the U.S. occupation of Iraq.
I therefore urge you to ensure that the U.S. military stops attacking civilians and to withdraw U.S. troops from Iraq.

I am writing this letter in relation to the U.S. attack on civilians in Fallujah on June 19.
This attack, together with the systematic torture of Iraqi detainees in Abu Graib by U.S. occupation forces and the massacre of civilians in Fallujah in April 2004, clearly shows that the U. S. attack on Iraq and its subsequent occupation has nothing to do with "liberation" or "democracy". Rather, the U.S. military is committing war crimes against the Iraqi people, and as the new Iraqi government will have only limited control over U.S. military operations after the so-called "transfer of 'sovereignty" to Iraq on June 30, there is every reason to believe that such atrocities will continue.
In these circumstances, I urge you to vote against U.S. attempts to win another year's exemption from the jurisdiction of the International Criminal Court. To do so would be to make an utter mockery of international law and of the authority of the Security Council to work for peace and justice for the world's people.
