皆様：

一部の方にはご無沙汰しております。また、別の方は初めまして。私、影浦＠
東京東チモール協会ともうします。明日（から？）国連安保理で東チモール暫
定統治機構に関する議論がなされる予定です。以前のアナン事務総長の草案を
含め多少心配なのは、

・東チモール人の役割が不明確（相変わらず声が反映されていない）こと
・平和維持部隊の指揮をマレーシア等、親インドネシアの国が取りたがってい
　ること（マハティール首相は「東チモールは２４年間インドネシアと共にあ
　り、インドネシアは東チモールで何千人も殺したりはしていない」とつい先
　日述べています）

です。そこで、アナン事務総長と安保理諸国向けに、明日２２日までの緊急キ
ャンペーンを作ってみました。内容は、上記２点について、東チモールの将来
の観点からフェアな構成をするよう要請するもので、ご賛同いただけましたら、
メール・ＦＡＸなどで送って下さいませ。緊急で作ったので、多少英語がこな
れていないところがあるかもしれませんが、お許し下さい・また適宜御変更下
さい。

■　緊急：コフィ・アナン国連事務総長に要請を！　■

●目的と背景：
　インドネシア国民協議会で東チモール「分離」を「承認」した結果を受け、国
連安保理では明日２２日に、国連暫定統治機構の構成について議論を開始します。
　暫定統治機構下で予定されている平和維持軍について「インドネシアは東チモ
ールで虐殺を行わなかった」と述べインドネシア支持を隠さないマハティール首
相が、マレーシアが指揮することに関心を持っており、また、オーストラリアは
タイに指揮をと示唆したりしています。
　東チモールは東チモール人のもので、それを無視してインドネシアのご機嫌伺
いをするような国が平和維持軍を指揮することは決して認められません（インド
ネシアが東チモール「独立」を「承認」した現在、仮にインドネシアの立場に全
面的に立ったとしても、そんなことは受け入れられません）。
　そこで、東チモール人の声をきちんと聞き、チモール・ロロサエという立場か
ら（本当の意味で）フェアな暫定統治機構を作るよう、国連事務総長（＋安保理
各国使節）に向けてファックス及びメールにて要請を出しましょう。

Dear Excellency:

I am contacting you to express my hope and concern about the United
Nations Transitional Authority in East Timor (UNTAET). First and foremost
I congratulate the United Nations, especially the dedicated personnel of
UNAMET for helping East Timor through its difficult process of
self-determination. At the same time, however, I cannot help saying that
the East Timorese were sadly betrayed by U.N. when the U.N. withdrew from
East Timor in the midst of the massive massacre and destruction began,
which began after the ballot and which still continues. It was an unnecessary
tragedy, considering the fact that it could have been avoided if only the
U.N.  had listened to the voice of East Timorese instead of the lies of
Indonesian military.

Once again, the United Nations is asking East Timorese people to trust
you. I hope that they will do so, but I also hope that the U.N. will prove
worthy of that. I understand that the head of UNTAET has already been
chosen, and I trust that the Secretary General has selected someone with
the requisite experience, objectivity, reputation, competence, and knowledge
and respect of the cause of the East Timorese.

But I am concerned about the following two things:

(1) The status of the CNRT and other East Timorese leaders. Reflecting the
grave mistake the U.N. made in the past, I urge you to give them full
participation in the transitional administration. This is the surest way
to avoid the recurrence of past problems (which still continue) caused by
not listening to the East Timorese. They know their own country better than
anyone else.

(2) The selection of who will lead the Peecekeeping Forces in East Timor
under the UNTAET. I am worried that the U.N. might choose an officer from
a country which actively defends Indonesian military activities (atrocities)
in East Timor, such as Malaysia or to a lesser extent other ASEAN countries.
Indonesia has relinquished its claim to the territory, and the selection
should be based on what is appropriate for East Timor, not for Jakarta.
The East Timorese leadership has already expressed their opinion about this
point, which should be fully respected.

The world community had long been neglecting, if not actively supporting,
the massive suffering of the East Timorese, which could have been avoided
easily. It has betrayed the East Timorese at least twice; in 1975 when
Indonesia invaded East Timor, and in 1999 when it handed over "security"
of East Timor to Indonesian authority - somewhat equivalent to handing
over security of Jewish people to Nazi SS. This should never be repeated.
I sincerely wish that UNTAET be organised in such a way that it functions
effectively, efficiently and in ethical way, on behalf of the future of
the nation of Timor Lorosae, which is of the East Timorese, for the East
Timorese, and by the East Timorese.
