皆様： 色々お騒がせしてすみません_o_ 全体的に状況が悪化している中、クリントン がインドネシアとの軍事関係を再開するというので、アピールを作ってみまし たのでお送りいたします。 よろしくお願いいたします。複数お受け取りになられたかたは、何卒ご容赦下 さいませ。 それでは カゲウラ -------- 米国クリントン政権が、インドネシアとの軍事協力関係を再開すべく、タイとの 軍事共同演習にインドネシア軍兵士をオブザーバ参加させました。また、夏には インドネシア軍との軍事共同演習を予定しています。一方、これまでのインドネ シアの責任は次第に曖昧にされつつあるばかりか、米国自身の責任も全く疑問に すら賦さないような政治的動きが強く、その中で、ジャカルタで東チモール人民 兵６０人が東チモール連帯団体事務所を襲撃、また、西チモールでは帰還できな かった東チモール人難民が最近の洪水で多数なくなりました。過去の虐殺も問わ れないまま、新たな人権侵害の被害が続出している状況になっています。 何から手をつけてよいか、またアピールにどれだけ意味があるかわかりませんが、 何もしないよりは、と考え、クリントン大統領宛アピール例を書いてみました。 私はメールをＦＡＸ双方で送ろうと思います。皆様もご賛同下さいましたら、で きましたらＦＡＸにて（あるいは両方にて）、アピール送って頂けますと幸いで す。 最近の背景については、 http://www.asahi-net.or.jp/~gc9n-tkhs/ のニュース欄をご覧下さい。 Dear President Clinton, E-Mail: president@whitehouse.gov Fax: +1-202-456-2461 I am writing this letter to urge you to cancel plans to conduct a joint military exercise with the Indonesian military (TNI) this summer. This training is part of a proposed program to gradually restore military relations frozen since last September, when Indonesian troops rampaged through East Timor. Any resumption of military engagement sends a message to TNI that US believes they have been rehabilitated and "democratised". However, the responsibility of TNI and Indonesian authority in many right abuse cases has not yet been clarified, and TNI continues human right abuses. In relation to East Timor, most recently, - 60 militias attacked Solidamor (an NGO, solidarity group to East Timor) Jakarta office on May 24. This shows that militias can do what they want to do with impunity, which would be impossible if TNI did not give support to them. - Indonesian President Wahid and the Attorny General Marzuki Darsman suggested that they do not prosecute high-level generals, or when they do, they will be pardoned. This would not satisfy the necessary international standard concerning crimes against humanity and war crimes, which have been clarified by UN investigasion and Indonesia's own investigation. To resume military ties with Indonesia now even contradicts the words by US Secretary of State Madelen Algright. - In last week's flood in Betun area in West Timor, more than a hundred East Timorese refugees died. Many of them remained there after more than half a year, due to militia (and TNI) threat and misinformation, which shows what is the reality of TNI and "democratisation" of Indonesia. In addition, TNI continues to practice human rights abuses and terror tactics in Aceh, West Papua and elsewhere in Indonesia. The US government had kept military ties with TNI (then ABRI) when it was involved in some of the worst human right abuses not only in East Timor but all over Indonesia. To resume miliatry coorperation with TNI means that US supports terror and right abuses AGAIN, after all these horrors. I hereby urge you to cancel plans to conduct a joint military exercise with TNI, and to push Indonesian authority to clarify and properly procecute those who are responsible for carnage in East Timor up to the highest level of the hierarchy and to clarify and take proper responsibility of the US military and political support to Indonesia.
