「極秘情報」ではないのですが、マスコミなどではほとんど取り上げられて
ない重要な事件ですので整理してお知らせを。
数日前から、朝鮮半島と日本列島が「戦時」に突入したという意識をどれだ
けの日本人がもっているでしょうか。
去る２６日に米韓の５３万人の軍人が参加する「フォールイーグル99」が始
まり、２７日には日本海狭しと空母や自衛艦が暴れ回る海の日米共同演習が開
始、同じ日にはカリフォルニアから関西に乗り込んできた海兵隊が自衛隊とド
ンパチ訓練をスタート。（下の演習一覧参照）毎年この季節は自衛隊と米軍の
晴れ舞台なのですが、今年は一段と実戦的になっているようです。
ところが防衛庁は周辺事態法以降、演習のお知らせをホームページに載せな
くなり、国民からますますその実態が見えにくくなっています。
「フォールイーグル」では、今回は非武装地帯の間際まで戦闘機で攻め込む
という、いわば瀬戸際の訓練まで実施します。こうしないと実戦に役に立たな
いからだと説明しますが、偶発的な事態が心配です。
また、烏山の第５１戦闘航空団の司令官：「普通の人は、我々が基地から出
撃して爆弾を落とすのが戦争だというイメージを持っているが、実際には基地
そのものを守る戦いが重要だ」。烏山基地を襲うゲリラとの戦闘訓練もありま
す。米軍基地周辺は「戦場」になるということで、このもう一つの「周辺事
態」も日本人は心しておかねばなりません。境港にトマホーク艦を入れたのも、
もちろん「フォールイーグル」の一環です。
米軍にとっては在韓米軍と在日米軍との境界はありません。例年は「フォー
ルイーグル」が日程的に先行し、それが「波及」して日米共同演習のスケジュ
ールに接続されるという順序でしたが、今年は同時進行。日本人の感覚からい
えば、いきなり戦時に突入ということですが、こちらの方がシナリオ的にあり
えるという判断なのでしょう。
今後一月程は、日本にいても「常在戦場」の心構えでいなくてはならないよ
うです。

991985. Foal Eagle '99 kicks off at Osan

OSAN AIR BASE, Republic of Korea -- The largest Joint Chiefs of
Staff-directed exercise began here Oct. 26. Foal Eagle '99, the
38th in a
series of regularly scheduled rear area defense field training exercises,
is
slated to continue through Nov. 5.
The annual exercise, held at a variety of locations throughout the Korean
peninsula, involves some 30,000 U.S. military forces, including Army,
Navy,
Air Force and Marine troops; as well as more than 500,000 Republic
of Korea
forces. It was created to test rear-area protection operations
and major
command, control and communications systems.
At Osan Air Base, the 11-day, two-phase event tests the ability to defend
the base against enemy attack while continuing to generate combat sorties.
Overall, there are more than 1,000 combat sorties planned throughout
the
peninsula.
The FTX portion of the exercise rotates yearly between Osan and Kunsan
AB,
ROK. The 51st Fighter Wing is responsible for air base defense
this year.
More than 700 U.S., 750 ROK and 3,800 home reserve forces provide
protection, while "aggressors" from other security forces units such
as
those at Kunsan, try to penetrate the perimeter and bring the base
down.
In addition to Foal Eagle '99, Osan is conducting a combat employment
readiness exercise.
Capt. Fritz Boudreaux, Air Component Command Foal Eagle exercise director,
said the training gained is imperative in case the North Koreans decide
to
wage a war with South Korea.
"We are here to try to improve joint and combined warfighting skills.
We
have to work out the kinks during peacetime so if something occurs,
everything has been thought out and practiced."
Practicing those skills is extremely important, according to Brig. Gen.
Robert R. Dierker, 51st Fighter Wing commander.
"When people think of Foal Eagle and us flying our combat missions they
think of fire power. But what a lot of people don't realize is
that if we
can't provide a sanctuary around Osan Air Base to allow us to load
the bombs
to put them on the airplane, to generate the sorties, to recover the
sorties
... then we really can't perform our mission," the general said.
He said the combined effort at Foal Eagle '99 is going well and he is
pleased to be part of such a successful operation.
"We're happy to be able to host Foal Eagle '99 here at Osan. It's
really
important for us -- and for people that are coming here to augment
us --
because this is where we're going to fight," Dierker said.
"The fact that our fighters get to go up north and fly in some of the
areas
that are very close to the DMZ is important also because that's where
they're going to fly during the war. They're going to know that
area like
the back of their hand," said the general.
"The same thing for the defenders. They need to know all the different
avenues of approach that aggressors could use to try to get into our
air
base and know how best to defend it. That's what makes it important
to be
able to do Foal Eagle '99 here at the base where we're going to fight."
