二年ほど前に私の職場に二ヶ月弱ほど滞在して共同研究をしたインドの科学者の
方から回ってきた、INDIAN ASSOCIATION FOR THE CULTIVATION OF SCIENCEとい
う国立の研究所の(多分有志の)核実験抗議声明です。
彼らは予算的には優遇されているのですがモノ不足が激しく、日本滞在中もIC
やらレンズクリーニングペーパーやら日本ならいつでも手に入るものを、研究所
の仲間から要請された買物リストを片手に集めていたのが印象的でした。

"WE WANT A NUCLEAR WEAPON FREE WORLD"
We are deeply
disturbed by another round of nuclear
explosions, this time dangerously close to our home, in India and
Pakistan. The human civilisation has long been threatened by
the
huge amount of nuclear weapons, already
stockpiled by USA,
Russia, China, UK and France. We now seem to have suddenly thrown
away the commitment of the past successive Indian governments
to
total global N-disarmament and the firm stand not to give in
to
the arm-twisting tactics of the big five countries to sign
the
discriminatory CTBT and NPT. We by no means want to ignore
the
achievement of our nuclear scientists in the peaceful
use of
nuclear research, in medicine and nuclear power plants. But we do
not want to see this programme as an
off-shoot of a more
dangerous pursuit of nuclear warfare. Considering
the meagre
economic resources of India and Pakistan and
the devastating
effect of N-weapons on mankind and environment,
we can not
support any decision to develop and stockpile N-weapons.
While
the people in India and Pakistan are suffering from unemployment,
poverty, water scarcity, lack of education and healthcare,
the
two countries are spending tens of thousand crores each year
on
the defence programme. The overemphasis on defence research
has
deprived the country of developing many other research frontiers.
We believe that nuclear bombs can neither
bring peace and
prosperity nor strengthen the security or economy of a
country.
Soviet Union collapsed, in spite of having the
most advanced
N-arms, while non-nuclear countries, like Japan and Germany,
are
global superpowers due to their progress
in science and
technology and viable economic policies. Instead
of competing
with the advanced countries in N-weaponisation we should pay more
attention to strengthen our tottering economy and
improve our
standard of living. We feel it is our solemn duty to inform
the
public of the hazards of N-weapons. The radioactivity
released
during nuclear explosions to the environment
and underground
water, remains at a dangerous level for a very long time. In both
India and Pakistan, there are villages within 2-3 km of the blast
site which are unnecessarily threatened with radiation hazards.
For over 50 years Linus
Pauling and many other Nobel
laureates cautioned the whole world against N-weapons.
Pauling,
who received Nobel Prize twice for chemistry and peace, collected
15,000 signatures against N-weapons. In the PUGWASH movement more
than 100 Nobel laureates unitedly protested against all kinds
of
N-weapons. Unfortunately, even after these warnings by the
best
minds of this century, the N-weapons are plenty in this planet.
We, urge all
peace loving citizens to join hands to
demand total nuclear disarmament in the whole world and
condemn
all nuclear tests and stockpiling of nuclear
weapons by all
countries, particularly the big five and not
just India or
Pakistan.
