Hi, I am a student at the University of Maryland at College Park.
Currently I am working on a paper concerning Okinawa's US base issue. I
came to have an interest in this issue after having conversation with some
of my Okinawan friends and when I learned that so many crimes are commited
by AMerican soldiers and many of them are not compensated. Air and water
in Okinawa that has one of the most beautiful natural asset in the world
have been contaminated by military practices of those soldiers. Even
worse, coral reefs and sea animals will be endangered by the construction
of the heliport. I am so surprised that such serious human rights
violation and environmental destruction commited by world's strongest
country are so unknown, including my classmates here in the United States.
By choosing this issue as my paper topic, I would like to utilize the
opportunity of having future American political leaders as classmates to
raise awareness about this issue.

However, the paper topic would have to be somewhat diverted from
the mainstream argument of the issue, because of the theme of
the paper assigned by our teacher. The title of the class is
"Management Strategies", in which we learn how to manage an organization
effectively. I am planning to focus on how commanders in US bases in
Okinawa
have dealt with pressures to discipline lower-level soldiers. I am sure
some sort of measures have taken in order to prevent American soldiers
from commiting crimes and other negative impact that impair the
maitenance of their presence in Okinawa. Unfortunately, resources
I can think of are extremely limited, and I would appreciate if any of you
could give me any input regarding management of internal affairs in
US bases in Okinawa including useful websites, names and ontact
information of people inside the bases.

I wrote this message in English, but I can read Japanese with my
computer, so please feel free to write in Japanese. Thank you in advance.
