IWTC WOMEN'S GLOBALNET #168 Initiatives and Activities of Women Worldwide by Anne S. Walker March 26, 2001 OUTCOMES OF THE 45th SESSION OF THE UN COMMISSION ON THE STATUS OF WOMEN, 6-17 March 2001 In this issue of Women痴 GlobalNet, you will find a summarized version of the official outcomes of the CSW 45th Session. Further issues of GlobalNet will discuss NGO activities and outcomes and planned follow-up activities. At this session, the CSW focused on the following thematic issues: 1. Women, the girl child and human immuno-deficiency virus/acquired immuno-deficiency syndrome (HIV/AIDS); 2. Gender and all forms of discrimination, in particular racism, racial discrimination, xenophobia and related intolerance. The Commission also considered its new multi-year work programme for the period 2002-2005. Panels held during the CSW included: Panel I: Women, the girl child and human immuno-deficiency virus/acquired immuno-deficiency syndrome (HIV/AIDS) Panel II: Gender and all forms of discrimination, in particular racism, racial discrimination, xenophobia and related intolerance 1. Resolutions adopted at the 45th session of the CSW were: *E/CN.6/2001/L.2/Rev.1 The situation of and assistance to Palestinian women *E/CN.6/2001/L3 Release of women and children taken hostage, including those subsequently imprisoned in armed conflict *E/CN.6/2001/L.5/Rev.1 Discrimination against women and girls in Afghanistan *E/CN.6/2001/L.6 Mainstreaming a gender perspective into all policies and programmes in the United Nations system. *E/CN.6/2001/L.8 Multi-year programme of work for the Commission for 2002-2006 2. Agreed conclusions were: *Gender and all forms of discrimination, in particular racism, racial discrimination, xenophobia and related intolerance (Adopted) *Women, the girl child and HIV/AIDS (not finalized; negotiation will resume) 3. The CSW decided to: *Meet in resumed session from 9 to 11 May 2001 *Invite delegations to submit their written comments on the system-wide medium-term plan (E/CN.6/2001/4) and the proposed programme of work of the Office of the Special Adviser on Gender Issues and Advancement of Women and the Division for the Advancement of Women for the biennium 2002-2003 (E/CN.6/2001/CRP.2 ) in writing to the Secretariat, by Monday 2 April 2001. MULTI-YEAR PROGRAMME OF WORK FOR THE CSW 2002-2006 2002: Item 1: Eradicating poverty, including through the empowerment of women throughout their life cycle in a globalizing world. Item 2 Environmental management and mitigation of natural disasters: a gender perspective. 2003 Item 1: Participation and access of women to the media, and information and communication technologies and their impact on and use as an instrument for the advancement and empowerment of women. Item 2: Women痴 human rights, and elimination of all forms of violence against women and girls as defined in the Beijing Platform for Action and the outcome document of the twenty-third special session of the General Assembly. 2004 Item 1: The role of men and boys in achieving gender equality. Item 2: Women痴 equal participation in conflict prevention, management and conflict resolution, and in post-conflict peace-building. 2005 Item 1: Review of the implementation of the Beijing Platform for Action and the outcome document of the twenty-third special session of the General Assembly. Item 2: Current challenges and forward-looking strategies for the advancement and empowerment of women and girls. 2006 Item 1: Enhanced participation of women in development; an enabling environment for achieving gender equality and for the advancement of women, taking into account, inter alia, the fields of education, health and work. Item 2: Equal participation of women and men in decision-making processes at all levels. The CSW reaffirmed it痴 primary goal of mainstreaming a gender perspective into all policies and programmes in the United Nations system. In this respect, it was decided that this would remain as a regular item on the agenda, in order to monitor and evaluate achievements made and obstacles encountered by the United Nations system, including the Secretariat, and consider further measures to strengthen implementation and, including the development of guidelines and practical tools, such as performance indicators, mechanisms for accountability, gender training programmes and impact analyses, as well as the identification and compilation of best practices, and the use of Internet-based tools.
