I have been working now in development programmes for 25 years, with experience in primary health care, gender issues and projects reducing the spread of AIDS. In 1998 I was part of a team which visited some post-war countries for EC evaluations. One aspect of the work at which I looked was counselling, in projects funded by the EC and others. It struck me that it would be useful to develop a manual which could be used by small groups of workers in Africa to teach themselves basic interviewing and counselling skills. The current version of the manual has now been checked by experts here in Europe (psychologists, social workers etc). A couple of workers are planning to field-test it in Africa and improve it, maybe adapt it entirely to their own culture. The cultural dimension has to be worked out by each group as they go through the learning. There is no copyright, no publisher; we are circulating it via E-mail. Ideally the manual is for use by local NGOs who can do some quality control, using the check-lists we include. We would be happy if people change the content to meet regional needs, providing quality is kept up. As the manual circulates, we hope to set up a web-site, and also an E-mailing list so that people can help others with problems, put in new ideas, add pages etc. At the moment there is no funding attached to the project. Individuals who put in at least two hours' work get their names on the manual as co-authors; so will any group who works through it and improves it. We are looking for funding on a small scale to cover costs and to pay for the Website, so organizations with money who use the manual will be asked for $25.
